Electricity distribution across Bangalore Urban, Bangalore Rural, and six adjoining districts in Karnataka is managed by the Bangalore Electricity Supply Company Limited (BESCOM) under the statutory regulations of the Karnataka Electricity Regulatory Commission (KERC). Under the landmark Multi-Year Tariff (MYT) order dated 27 March 2025, multi-tiered domestic slabs were retired in favor of a single uniform flat rate for residential consumers, coupled with the state government's flagship Gruha Jyothi Scheme.
1. The Single Uniform Flat Rate System (No Multi-Tier Slabs)
Unlike states such as Kerala or Tamil Nadu that use progressive tiered slabs, Karnataka has simplified domestic billing under tariff category LT-1 Domestic. Every unit of electricity consumed—whether 1 unit or 200 units—is charged at an official uniform rate of ₹5.80 per unit. There are no shifting slab brackets for residential domestic connections.
2. Fixed Demand Charges, Electricity Tax, and Mandatory Surcharges
A standard BESCOM electricity bill consists of four key billing components:
Billed monthly based on your sanctioned connected load (kW) up to 50 kW. For a typical 2 kW residential connection, the monthly fixed charge is ₹300.00.
Levied under the Karnataka Electricity Taxation Act on energy charges. For ₹580.00 energy charges, the tax is ₹52.20.
Includes Fuel Cost Adjustment (FPPCA @ ~₹0.39/unit) and Pension & Gratuity surcharge (₹0.35/unit), totaling approximately ₹0.74 per unit.
3. Karnataka Gruha Jyothi Scheme: Exact Rules & Calculations
How the Government of Karnataka's free electricity subsidy worksThe Gruha Jyothi Scheme provides free electricity up to 200 units per month for domestic households in Karnataka. However, the government does not give a flat 200 units to everyone; your free quota is personalized through an Entitlement Limit.
Entitlement Limit = (Previous 12-Month Average Monthly Consumption) + 10% Buffer (Subject to a maximum cap of 200 units).
If your monthly meter reading is at or below your entitlement limit, the Karnataka Government subsidizes 100% of the bill (energy charges, fixed demand charges, 9% duty, and surcharges). Your Net Payable Bill = ₹0.00.
Your entitlement units and fixed charges remain 100% subsidized by the government. You only pay for the incremental extra units above your entitlement, plus the 9% duty and surcharges on those extra units.
The Cliff Rule: If monthly consumption crosses 200 units (even by 1 single unit, e.g. 201 units), the Gruha Jyothi subsidy is completely withdrawn. You receive 0 free units and must pay full charges for all units consumed.
